Hmm, have you tried putting the Xbox through the AV sockets instead of the SCART socket.

But I think that line can also be a frame skipping, have you tried your Xbox on a different TV...? Because it might be the console...

Also in the game, see if you can change the video settings, try change it to 16:9 I think it is, or even in the Xbox settings...
