Although I do not like GTA, I happened to be with my brother when he and a friend were hacking the newest GTA.
So, yes it is possible to hack it, and yes it is perfectly legal.
I think they were accesing a debug mode somehow. Now from what I hear everyone likes to play that game two-player with the ability to jump over buildings and change their character. I just don't know how it is done, although it is pretty widespread GTA fad so a lot of people probably do.

i've done it too, in the PS2 version. U go to an arcade like place (i think) and u can have two players. no, u can't do missions, u can just have fun and DESTROY everything. Or u can have a fight Player No. 2, thats fun

You dont need a mod to do the 2 player one, all you do is go free roam, on the 2nd island.
