I hate steam i hate steam i hate steam. I installed steam when i reformatted my comp and it never asked for my cd key, so im gunna tell you exactly what i did and tell me if it works. Unstall everything, but keep the downloads (ec. steaminstall, retail patch)

How to play counter-strike retail without a cd key

Somehow get a copy of CS retail
Install cs and don't open it
Download Cs retail full install patch, and dont open 1.5
Download and install Steam full cs
Let steam update
Play counter-strike

If you open the old counter-strike it will ask for your cd key, just hit cancel if you do it by accident

Im not sure if this will work for you but it did for me, so give it a go

It doesn't work, it will ask you for a cd key no matter what you do...

If you've got steam cs, but haven't 'unlocked' (put the cd key in) it, it won't load up...
